- Mods aren't faction dependent - look at each characters abilities and tailor your mods to those. If they have abilities that proc from landing critical hits, give them crit chance mods, if they have lots of abilities that put on debuffs, give them potency, and so on.
It's a little tedious, but you'll get better results tailoring the mods to each character that way, I think. - Speed mods are great for all toons, regardless faction. It will give you great advatage in arena against those who arent using them.
