What team is the counter to Zaul lead?

That's a tough one - partly because you want to beat a Zeta team without a Zeta. So you're already at a disadvantage.

I'd say your best bet is probably a partial Bounty Hunter team with Boba lead, B2, IG88, EP and a tank.

reason for no zeta is that im building FO team, already have zasma and need the next 60 Zetas for the other three. and FO is hard countered by sith

Maul lead + EP + Assassin + Nihilus + Random 5th sith/B2/GK/whoever you want = game over.

The TM gain means every sith goes before you. So your entire squad is either stunned or has abilities on cooldown before you take a turn.

I hope you have a full Rogue one team to run against that.

Nah, it's not that bad. There are ways to stop the above. Fast Boba would be one. B2 would be another - both together would also work well.

Rex lead B2 is a pretty good bet. Chaze would also be super helpful if u have them.
