The ticket cap and other statement were made due to questions that have come up and they are trying to be clear that tickets are used no matter the outcome of the event.
So basically, it is pointless to have 4 step of requirements if you need 13/13 to do something with the event.
CG is trying something new and instead of a small window of req release causing panic they’ve tried the opposite of that. Releasing all the Reqs at once could have been viewed as overwhelming so they had the req releases staggered.
It’s also unconfirmed how useful the other 12 Reqs will be for the actual event. All we know now is that all 13 will be required to obtain the Tickets.
