The brackets should be 80-84 and a separate for 85.

Doesn't matter, at some point you will hit cap and will be lumped with everyone else that has been playing for over a year and spent 10s of thousands. At least you have a few of the tournament toons. Stinks worst for those that just hit cap when first one rolled out.
They know there are a lot of issues and they are wildly unpopular so I would be very surprised if they keep them exactly the same, they eventually changed T6 AAT but it took quite a while.
Dealing with cheaters is tough and expensive from a technical perspective, my bet is their solution is to avoid the problem by changing the format.
