Who benefits most from a DEF boost from a mod?

What is your opinion? Is it a character with already high def? One with low def? Does it matter if its a %def mod or a #def mod? Does it matter how high protection/health is, or not? I wonder if ev...

I used the calculator @Finity posted in the other thread to give Anakin +15 armor (25.8% vs 27.2%) and compared that vs 5% protection.

Just did one for RG and found that def was actually slightly better, 1335 vs 1312.
