Why 144 speed Baze goes before 263 QGJ?

I think it's because base speed is different from turn meter. Baze gets 5% turn meter per buff, not 5% speed per starting buff. This means Baze "starts" the battle with 25% turn meter, meaning that Baze only has to fill up 75% turn meter compared to your 100%. Speed is probably not one-to-one meaning that the numerical value of Baze speed vs QGJ speed doesn't have to be 75-100, either.
Baze is getting more than 25% tm though.
