Why aren’t ship shards accelerated?

I don't think CG ever said. In the original post about shard economy changes it leaves open the door for ships becoming accelerated but doesn't explain why not.
The answer I've always heard is that there aren't as many ships and they don't want players to max out their collections too quickly but I don't know if there's a source for that.
It's definitely a huge slog needing seven months (with no refreshes) to max out a ship. Makes any fleet meta changes super painful.
