The reason is obvious, people are willing to pay big for premium mods because they are such a huge advantage in arena so it's beneficial to make the drop rate very low.
People gladly pay thousands to gain a tiny advantage over beating other people, that's well known. The same people would pay no more than 60 bucks, if that, to beat a comp.
