Why do ships have such low potency?
An example would be sun fac, his ship is supposed to inflict target lock when attacking out of turn but whenever he does it gets resisted around 75% of the time.

Yes, all ships have exactly 15% more tenacity than potency (at least the ones that apply effects) because the way the stats are distributed you get an equal number of potency and tenacity added to the ship. Which makes it rather hard to apply almost any effect unless your target has tenacity down, or you simply have a much better geared/leveled ship.
Ships that don't apply any negative effects have 0% potency and an unrelated tenacity %.
