Honestly if you load up Nihilus with tenacity and a ton of speed secondaries that might be useful if you can get him high enough to at least stop some ability blocks.
Full tenacity set + 24% tenacity cross gets him to 90% Tenacity and then secondaries could put him at 95% tenacity, could stop some of those pesky Bobas that only have speed and no potency and he doesn't really need potency for his Drain Force.
Don't do that. I learned the hard way that tenacity is NOT worth it.
It was more of a "Well if you only have good speed secondaries on tenacity sets you might as well go all in on tenacity because it literally useless at low values"
And it seems to work well for the ai, not that there is an ai bias or anything.
