Sith Assasin and Sith Acolyte.
Sith Lords are two at a time after the Bane Reformation.
That does not mean "Sith" followers, practices etc do not exist unless they are 1 of 2.
Another canon reference to this is the Aftermath Series where people are collecting Sith relics to learn the ways of the Sith - @DarthMufasa4
Remember the Sith-Imperial War? It was fought about 1000 years after Darth Banes rule of two. Pretty sure it wasn't 2 Sith vs the Empire - @DarthMufasa4
Also there is the One Sith group of about 20 Sith. Sure Darth Bane's holocron disowned them like the Jedi Order did with various Jedis but doesn't mean they weren't Jedi/Sith - @DarthMufasa4
The Sith rule of two from Darth Bane isn't a mathematical theorem, It is a philosophy of who should rule the Sith. Just like Jedi disobeyed the council, Sith disobeyed the rule of two.
Including Plageius who believed in the Rule of One
Also Plageius' master also had two apprentices ( Tenebrous)
According to canon, Sidious also wanted to follow the rule of one, not the rule of two.
In former canon Vader had an apprentice while papa palp had one, surely the 4 of them are still Sith even though they don't follow rule of two - Right lots to break down
Yes people can follow the sith or look at their artifacts and start to understand the culture. But they are not sith and dont follow the rule of 2, they are not a master or an apprentice.

The book of Plagueis isnt canon even if the character is. However the book also states that he wished to end the rule of 2 himself, and still had only 2 sith and wished bofr both 2 live forever, just that palpatine wouldnt have more apprentices , which means under the eu darth maul isnt a sith (officially anyway). And the novel states as much, Maul was never meant to learn the ways of the sith, just a killing machine and Plagueis was aware of the whole thing, with Maul none the wiser
Also Sideous continualy followed the rule of 2 with the exception he didnt wish to be replaced, hence why he had vader an an apprentice and why Vader trained the inquisitors yet these didnt count as sith.
Ok, now to explain Tenebrous. Plagueis is the real sith apprentice, but Tenebrous didnt like him and tried to train another to replace him, but he cant just abandon plagueis without a death wish, and Plagueis won. And it makes sense to occasionally have backups if your main apprentice fails, even if they arent an actual apprentice, but again offically there is 2.

I would thing that Mother Talzin would know better than any of you if Assaj was learning the ways of the sith. She has more of a right to be called sith than Savage. She was even trained by jedi before Dooku found her.
Edit: I don’t care either way. Still don’t have her unlocked and probably won’t for a while.
