Will we need to hardcore level and gear phoenix squadron for April special event?

I'm pretty sure no one but them knows the answer to this. I'm hoping unless it's a reoccurring event that whatever star level we get them at will be sufficient, maybe some leveling and gearing of they intend April's event to be for g9+ toons than I'm sure not many people will be completing it. I for one have no desire to run these new phoenix squad characters but I will still do all the events I can as the new events have been the most fun part of the game recently.
