In general, at lower levels gear is the bottleneck, it quickly becomes omegas. Especially once you start getting zetas from fleet store.
This is a generalization. It's all about how you spend your resources. I'm not lower level and I manage both gear and omegas.
Hence my first words being, ya know, In General.
I should have said it's too general. Or just not true as long as you're smart about it.
