The debuff is resistible. That question was already answered.
The implied question of when it's best to use the debuff so as to give it the best chance to land was not answered, and I answered it.
For why I felt that question was implied, read this part of the OP:

No one answered why the buff seems to always land against Anakin, but is unreliable against HT. The answer is the +50% tenacity which HT gets when it does not have Taunt.
And the video was its own thing. It didn't do anything to clarify the question or help answer it, so I treated it separately.
And the video needed addressing. it was awful in terms of strategy. It completely overpromises how good rebels are when the attacker uses such terrible tactics. And, not incidentally, it illustrated the problem of trying to land the debuff on HT when HT does not have Taunt up.
If the OP didn't want the video addressed, the OP shouldn't have included the video. But I very much got the point of the conversation. Better than you, if y'all still hadn't figured out that there's a reason Anakin doesn't resist this as often as HT.
