AI mechanics of FOO's Marching Orders

So this "issue" is been a big question for me for a long time and i couldn't figure it out yet, so i thought, it's best if I mention it here.

My Problem is following: The text says: "Target other ally gains...", which means I can select all my allies to use this ability on of course (FO gets some bonuses here, but that doesn't matter now).
The problem is, when it comes to the AI to select that particular "target ally" (auto-battle or battle against AI). Instead of selecting randomly or for example selecting the one character with debuffs etc., the AI ALWAYS only picks one character.

For example: the FO I use is KRU, og KR, FOO, FOX, FOST. Here the ally always gives marching orders to og KR, though I don't understand why. I want him to give the ability to FOX instead, so I tried to get his offense higher, than KR's, but this didn't solve the problem either.

This "issue" of course takes away the effectiveness of the team, especially if set on defense (TW/GA), because KR uses his Lash Out ability most of the time, which doesn't deal much damage, neither does his Outrage in comparison to FOX of course.

So my question is: Is there an AI mechanic behind this, which picks a character after some attribute (like HP or Prot or whatsoever)? Otherwise, the AI could be reworked here, for example to favor FO units, and after that, it should favor units with debuffs (or FO units with the highest offense, bc they get advantage and offense up).
