It's from a time when the highest Gear Level was 11, so it was not as redundant as it is now.
I got some use out of it back in the days of the Rex/GK/Chaze Triple Cleanse Meta , when avoiding Crits helped to reduce their effectiveness.
But nowadays it is pretty useless.
