Miss the next turn, can't use abilites, and can't evade. Increase cooldowns by 1 and Fear expires on taking damage from an attack.
Nothing there says he can't assist.
Can't use abilities does. His basic counts as an ability and I know it's failed when I've accidentally tried to call him to assist while fear'd in the past. I do have a video of that not working, not that that's very interesting.
