Not sure it matters right? , because I clearly use Tarkin wrong. Otherwise I would experience your success. Since I don't experience your success, therefore the problem is my user error.
I didn't even directly say you use him wrong. I just said people don't, the general people. But if you don't want to share your tarkin experiences, then nothing i can do about that. I love the tarkin.
Tarkin is fun, a top 10 toon. At the elite top though any number of toons can be effective.
Currently I run
Thrawn (L) no zeta
Nihilus unique zeta
DT no zeta
ShT
GK
This squad performed just as well as
Tarkin(L) lead zeta
DT
Nihilus unique zeta
Thrawn no zeta

Currently my speed is:
Thrawn 261 (no lead bonus)
DT 243
Nihilius 220
Tarkin (not currently used but modded at 232)
And I have some speed on GK and ShT.
As for cd, I tend towards offensive buffs, so I'll run em higher than @Olddumper there, but olddumper goes with 186% cd. My cc is comparable to olddumper.
