Fleet RNG has always been broken and the new 2.0 has only exposed that flaw even further.
I am not arguing that is perfect by any means.
Game AI tends to be relatively simple, plenty of A but not a lot of I. They follow rules set by the developers. Sometimes players have the option to modify that say by selecting an option to favor offense vs defense but again, pretty simple.
In both fleet and squad arena, there are a lot of variablea in play and a lot of decisions a Human player makes that dictate success or failure and many of those decisions are made in combination. And in fleet arena specifically you have the added dimensions of capital ship abilitiea and reinforcements.
The game AI cannot match a knowledgeable Human's decision making and thus the attacker has the advantage. The same ia true in squad combat, it's just more obvious in fleet.
