Per Jesse's update, he's coming to 4F. I never see him in arena or GW. Is that because he has been rare or terrible? Go!

Rare AND terrible. At least until the most recent update; he got a buff. Not sure how much it helped since I got him when I cashed in some crystals for a chromium pack a long time ago and haven't touched him since. His bonus attacks interest me a bit though.
