It causes harmful effects, some it’s classed as an attack, It does not reduce health or prot, so it doesn’t trigger counters, which are triggered usually by on damage instances, a debuff doesn’t cause damage,

That is what he is saying. Its an attack that doesnt deal damage. Thus, it doesnt trigger Akbar or retribution.

I just tested and it looks like this is correct - an ability that inflicts a debuff is an attack, but counter-attacks are only triggered when damage is taken. I just tried putting GMT under an AA lead and his Intimidation Tactics neither triggers counters nor assists.

Oh my, I found an inconsistency here. I just beat the BB8 event using a Phasma lead (worked better for me than KRU lead *shrug*) - Whenever an ally attacks, they have a 20% chance to call a random ally to Assist. This chance is tripled if the attacking ally is First Order. If that ally had Advantage, they regain it for 2 turns. First Order allies gain Advantage for 2 turns at the start of each encounter, can't be Critically Hit while they have Advantage, and gain 20% Potency.
I used KRU's ability Halt - Dispel all buffs on target enemy and Stun them for 2 turns. Kylo recovers 10% Health and gains Taunt for 1 turn. This attack can't be Evaded or Resisted. Do you know what happened? ANOTHER ALLY ASSISTED! KRU applied a negative status effect but dealt no damage, yet it still called an assist!
