Question about Rey (Jedi Training) Virtuous Protector Zeta

When Rey suffers a debuff she has a 40% chance to cleanse all debuffs. Seems simple enough. My question is, if RJT suffers multiple debuffs, does this chance stack? So if CLS inflicts two debuffs ...

How could a debuff cleanse block tmr? doesnt really make any sense
