If you look at detailed ability description (pulled from the game files), you can see that at the end of a character turn, if Vader is alive it will apply unresistable dots for each dot that was removed.

This means it'll reapply dots that naturally fall off and those that are dispelled, as long as Vader is alive. Since these are unresistable reapplies, it will go through tenacity up.

Edit: the lack of sith turn removal is a clear lack of an affiliation_sith condition for the tm reduction trigger.

Edit edit: for a dot team, may I suggest shore and a dispel, unless you feel that boba is enough dispel and that Vader is ok culling tanks.
