Have you seen how much RG at 7* gear 9 hits for? Its super weak...even with offense up.
I get your point though, but if your issue is with offense up boosting the rest of the dps, then your beef should lie with the characters granting offense up and how much of a damage increase offense up gives to the team.
There are many factors that may influence a user's perception of RG being OP.
Precrafted RG at gear 9- Those have a ton of hp and shield(40k+). A Rg at gear 8 has considerably less hp and shield. But that is an issue of precrafting, not character balance.
Damage was considerably nerfed in order to balance out ridiculous damage levels at level 80 gear 10. There is also a long lull to ability level 8 as not many f2p have reached level 76 and above, which could arguably provide more damage against current hp levels.Not many have also reached gear 10, which could have provided more stats and hp to deal with the current high hp pools. Should the game be balanced at all stages and gear level? Perhaps, but that is up for debate.
