Admiral Raddus “Hope” bug

Hello, I just had an issue where my Raddus was sitting at 100% and unable to use hope. This happened with my Raddus, Jyn, and K2 in GAC vs Cere, Malicos, and Starkiller. Any reason why this happens? I had the FDC for Admiral Raddus btw.
