Appo omicron isn’t working

Hi. I recently applied the appo omicron ability for use in the territory battle game mode. This inflicts all enemies with order 66 at the start of the battle. If you use a full darkside clone team with Lord Vader, according to cx-2 unique ability. Lord Vader is supposed to gain 25% ult charge for each enemy with order 66. I should be starting the battle with full ultimate meter and I’m not. 
I don’t think this is working right for me but all my other guild mates that have the appo omicron it works for them. 
is this the same for anyone else?
