This is the standard message for cheat bans. With cheating it's basically: 'Once you've cheated, your account is done'. The issue is your account (if you cheated) is not in the same place it would be and will be constantly interacting with other players' accounts. That they can't allow. There are no warnings, the are no punishments, there are no time bans.
What tends to happen (from appearance) is that CG don't do any bans for a while, let them build up and them do a large batch. Last week appears to be one of those batches. So, players that have been cheating feel that they've been getting away with it, when it actual fact they haven't.
If you have cheated, let it go, move on, you won't get your account back. If you haven't, then your best course of action is https://forums.ea.com/discussions/swgoh-general-discussion-en/cheating-and-appeals-process/10674104
