- @Splintersh0t A bug existed where if a character resisted (or was immune) to the primary fear application, they would be inflicted with all the secondary debuffs. This was not how the skill was intended (or worded) so it was fixed.
Yeah and not mentioned in the notes they also changed badstila fear on primary and secondary to be resist-able now, before was only resisted if had tenacity up (albeit i assume its WAI now)

Many factors can influence the application of fear. In a Sith Empire mirror match, having Corrupted Battle Meditation will prevent her from applying any debuffs. Additionally, each stack of Ferocity reduces their Tenacity by 15%, which makes it almost impossible to resist.
Bastila Fallen's Fear has always been resistible, but given the additional potency she has under a Darth Revan lead, you will rarely see it unless the enemy has Tenacity Up. Padme lead will always resist if the target has Protection Up.
Given that there are so many things that influence the application of this debuff, details are necessary in order to determine if there's an actual bug or just a misunderstanding.
