Happened to me today and yesterday in my fleet arena climb and I managed to screen record it on my iphone with the turn order tracker open through where you can see my Levi is ahead and then all of a sudden despite both Dagger's being alive and well on both sides their Levi jumps the queue and goes before my Levi.

I see this happen all the time, I win the coin toss, we both have Dorito, and yet their ultimate goes off first.
Well not all the time, but a few times a week I'd say.
