Not exactly sure what your issue is. You have 5 GLs unlocked, 4 of which have the ultimate ability unlocked.  You have completed 6 battles of Rey's tier 6 and you own 6 ability materials ultimate to unlock her ability. The remaining 4 materials will be awarded when you complete the remaining 4 battles in Rey's GL journey.

yes I know because I passed the level by luck a few times, I've been trying this level over and over for over a year but most of the time I can't win, I have a video that shows everything that but too bulky to send

I managed to compress a bit so you can understand my problem.  I repeat I don't have access to REY's ultimate so I can't finish the fight normally

Here is another excerpt from the same fight but later you see that both Rey and Kylo do not have ultimate, the level is therefore almost impossible

Sorry, I’m a bit confused by this. Do you think you need to have Rey’s ult in order to unlock Rey’s ult? What do you mean by “his ult”? Rey is female. There is a very clear prescribed order to these battles, look up some guides. It’s doable, but what you are calling a bug makes no sense. Plenty of people have unlocked Rey’s ultimate.

The last level of Rey legende allows you to unlock his "ultimate" move (you must succeed 10 times to have 10 golden tokens which allows you to unlock his ultimate) but in this last level normally you have access to his ultimate move (special legende galactic) to finish the level. You can see that in the videos sent I do not have access to this option at all, so it is practically impossible for me to finish this level

This is intended. Not all GL journeys have the ultimate ability unlocked. 
You won 6 battles in this journey already without having Rey's ultimate ability. You need 4 more wins.
