Capt Rex Gains No TM vs Reva Inqs

Not positive this is a bug. My Capt Rex, never gained any TM in my last GAC match against Reva Inquisitors. Maybe this is some mechanic I have never encountered, but I can't figure it out based on any kits or datacrons

My squad was as follows: Hera(L), CRex, Chopper, Sabine, Kanan.

Opponent was Reva(L), GI, 7th, 5th, 9th. Opponent had a Edict & Uprising datacron that granted them 25% turn meter at start, and 15% turn meter for Inquisitor allies if Inquisitor had less than 2 buffs at start of turn.

During the battle CRex would attack when other Phoenix used specials, but gained 0 turn meter the entire battle. It was not a short battle, took down GI, 7th & 9th before my squad fell. CREX took zero turns during that entire time.
