Cheater in shard not kicked months from reporting
Hey, I have a cheater in my fleet shard, he has lvl 1 basic ships and is killing Executors. I have reported him months ago and nothing is happening. What should I do?

I suggest that ask for help to your guild and make a massive report, so maybe (if you are lucky) EA listen to you.
I'm tired too of make reports on obvious cheaters and nothing is happening. But don't lose expectations and still reporting.
