Darth Bane Malevolent Whirlwind Mechanics Issue

Darth Bane doesn't seem to be working correctly. I recently unlocked him and when using his Malevolent Whirlwind attack against any enemies with the Foresight buff he does not dispel the foresight before the attack takes place as the description says. The ability description says that Darth Bane will dispel buffs twice before dealing damage but whenever an enemy has Foresight they just dodge and do not take damage.
