Discarded Doctrine (Executor) event

I am not seeing the Discarded Doctrine (Executor) event. The events General's Command (Finalizer) and Admiral's Maneuver (Raddus) never drop out. I have everything I need to do the event. Anybody know about this or are experiencing the same issue?
