Empire & Tank LST

I purchased the Empire LST and went into the game but it said something went wrong and gave my crystals instead. The Empire LST offer on longer appears. I purchased the Tank LST. It said it was successful but then required I restart the game and now no Tank LST appears and nether does the offer appear. Who do I talk to that can resolve this? Would really like to get both these LSTs.
