How often does the bug occur? Every time (100%)
Summarize your bug When Merciless is activated, enemies are able to gain TM due to their uniques. For example, when Vader uses Merciless and attacks a separatist droid on a GG team, the enemy B2's relentless barrage activates and the enemy B2 gains 100% TM. This contradicts the SWGOH Forum post stating "While Merciless, Darth Vader is immune to Fear and Turn Meter manipulation, and his bonus turns do not trigger other characters' effects based on bonus turns or Turn Meter gain."
Steps: How can we find the bug ourselves? Have Vader use Merciless Massacre against a team comprised of GG B2 B1 Magna and Nute. Use his basic, aoe, or culling blade against GG b1 Magna or Nute. B2 will gain TM from his unique (see attached video)

As @Bulldog1205 said, B2's turn-meter isn't based on bonus turns or turn-meter gain, it is based on the damage and therefore this doesn't appear to be a bug.
As for the missing part of the text in the full ability description, we have flagged this for review now.
