Finalizer Issue?

I had a strange battle earlier tonight. Took in Finalizer against an Exec (without PO). And Finalizer ... did not go first. All three of my fighters went first and then Finalizer finally took a turn. Threw off the entire counter. Am I missing something or is not getting 15 speed per FO ally in the opening round anymore?
