Hopefully they will respond I don't see anything in the game mechanics that would cause him not to dodge.

All raid bosses gain Accuracy when enraged.

    Not sure why accuracy would help hit someone who can't be hit. It should take a "this attack can't miss" like Raid Han's basic.

    It might be that the accuracy is getting massively boosted, but foresight still dodges post-enrage, so a stealthed Hyoda seems like it should also...

    If the issue was raid bosses gaining accuracy then they wouldn't miss every single time they attack him with a basic attack. It doesn't matter how out accuracy 100% chance to evade means the toon will evade every time.
