Jar Jar Tier 4

Tier 4 is bugged as it doesn’t properly apply Strengthen Shields penalty to Maul. At 3 he should stop gaining health, but he keeps recovering/stacking health until some point after you earn 3 stacks.  I estimated it took about 3 stacks plus 2 or 3 more shield generator turns before the effect properly applied.
