Lightspeed token didn’t upgrade ability to level 7

I had this happen twice: I applied a kyber LST ona unit but it did not take the ability levels to 7 even though it says it should. In the attached images, you see Captain Tarpals before and after applying the Kyber LST. His one ability started at level 6 and ended there.

The same thing happened with Boss Nass. But, I only have the "after" photo because I applies it to him first and was not expecting it to not work.

In thr final image, you can see how the text for the Kyber LST shows that it should take them to ability level 7.

Zetas aren't included in that one only the era journey ones for phoenix and the ones that will be coming up include zetas. All other LST's normally state there not included 

Same happened to me but for Tarfful.

Im pretty sure tier 7 is a zeta, you won't get zetas from tokens unless otherwise stated.
