Loaner Level Issues

I seem to be missing loaner levels for some reason. For reference:

Bought Pass+

Bought R4 Shard packs

Completed all content in game available and bought all material packs available with both real money and crystals.

R4 Current level 22 / Loaner level 12.

IF you're going to artificially lock your pay to win model please make sure everyone has access to the same content. - Kindly the person the spent $15,000 last year.

Yes I’ve actually purchased everything you can possible purchase in both Era and Character tabs. But specifically I buy all available shard bundles in web store before going into game and completing marquee. I’ve been doing it this way since marquees have existed and sold this way as a $30, $75 and now when available $100 dollar bundle.
