New shard shop is blocking purchases of LSC >=144, not >144

Studio decided to cap the offer at less than 100 tickets to avoid issues we encountered during testing. You'll need to spend some tickets before you can buy the offer.

      Could this issue also cause the $5 100 energy packs to not show up in the in-game store also?
