Omega(fugitive) captive doesn’t trigger correctly

Depending on your setup it may be easier to simply create a battle where she is at 1% health when the battle starts
This is my second attempt at posting this so it’s formatted a bit wonky because I had the form above before
Omega(fugitive) becomes invincible if a battle is started with her at 1% health. Until she recovers health, as seen in the attached video
This bug seems to happen because the handler is waiting for the health limit to be reached. But it is at the health limit when the battle begins, so it is unable to trigger, as seen in the attached image, the green check indicates that it can trigger, the red indicates that it doesn’t.
This causes Omega to be undamageable. The only way to defeat her is to cause her to heal first. This makes the best workaround we found to be Nute Gunray. Use the special 1 to give her extortion and when she takes a turn she uses that to heal herself allowing you to damage her.
