One missing category in the pirate event.
Hello. I have the sixth category locked while the seventh open and ended. Please help.

It looks like the final tier unlocks if you have one of the units at r9, but the penultimate tier needs you to have at least two units at r9.
The penultimate tier is harder, bizarrely.
