Summarize your bug I have not earned any conquest characters, but all the Proving Grounds battles show locked with the message “Congratulations! Max shards obtained!”

As seen in the attached screenshots, battles like Commander Ahsoka Tano are locked but I only have 13 shards.
This is working as intended in your case. You do not fulfil all the requirements:

- Relic 3+ characters
- Tiers are locked once 330 shards for the unit are obtained
