Ability order of operations are rarely ever in order.

Example most abilities that deal damage state deal physical/special damage first in ability descriptions when the damage is rarely the first thing done.

In the kit it says: take a Bonus Turn, dispel all debuffs on themself Here it is the opposite, dispell old debuffs. Gain new debuffs. Then take a turn. Huge difference!
