According to swgoh.gg, the ability's damages are the following:
Level 2: "Deals 200% of the attacker's Physical Damage to target(s)"
Level 3: "Deals 170% of the attacker's Physical Damage to target(s)"

The Level 3 upgrade addition reads: "Deal 3x massive damage". There is no mention of -15% AOE damage.
