Ships not appearing in GA

I'm setting up to attack the ship in GA but when I go to populate my attacking fleet, some of my ships aren't in my inventory (specifically, Hound's Tooth). I obviously didn't use him for my defensive fleet in the setup phase. The space appears in my roster but there's nothing there I can select.
