The event tier is not unlocked, even though I fulfill the requirements.

Summarize your bug I've noticed that events, including the smuggler's run II and the general's command event, don't unlock the event tier that I'm meeting the requirements for. The smuggler's run II event requires 5 characters, which I get, but for some reason the game only detects 4. For the general's command event I have a 7 star finalizer but the bonus tier is not available for me.

Smuggler's Run II requires Jabba the Hutt to battle, so if you don't have Jabba you can't do the event.
The Finalizer Bonus tier is locked to players who have Finalizer 7 stars, with the intention of preventing it being an endless source of Shard Shop Currency.
