Summarize your bug more often than not, when attacking tfp with bistan while he is stealthed, he will hit him for damage AND there will be a dodge. however, bistan's basic "can't be evaded" when he is stealthed, and more confusingly, bistan's basic doesn't hit twice, so there shouldn't be a dodge. it is not a visual bug, because the enemy capital ship clearly gains TM when the dodge occurs.
